USDOC's final dumping rate for VN warm-water case

USDOC has released the public memoir of the 4th final dumping review on Sept 29, 2010.

There are some changes in this final rage as seen below.

This is resulted from some issues in DOC's calculation such as multiplying 1000 times for surrogate ice value, inappropriate applying HTS code for plastic cup in the case of Nha Trang Seafoods; the not excluding the uploading / unloading expense from the financial ratio value. This will lower the rate in favor for VN respondents.

The new rate will be effective from the date it is published on The Register.
